在国家大力推进生态文明建设的战略背景下，生态保护与经济发展的协同共进已成为国土空间规划领域的重要命题。流域作为连接生态系统与人类活动的重要地理单元，其保护与发展的协调程度直接关系到区域可持续发展全局。目前，学界研究多聚焦国土空间规划中生态保护与修复，针对生态型县域特征的生态保护与发展规划路径探索仍存在不足。本文以安远县为研究对象，以生态保护与经济发展协调为导向，探索构建了“本底识别—传导落实—划定格局—产业规划—机制保障”的系统性规划路径。研究通过“县域+流域协调区”的生态本底评估，识别生态安全关键问题，科学划定生态空间格局。同时，重点构建生态资源产业化及生态产品价值化的路径。该研究为我国南方流域源头县域推动生态保护与经济发展协同提供了实践样本，为同类地区国土空间总体规划编制提供了可借鉴的规划样本，助力国土空间治理体系完善与生态文明战略落地。

Against the strategic backdrop of the country's vigorous promotion of ecological civilization construction, the coordinated development of ecological protection and economic growth has become an important proposition in the field of territorial spatial planning.As an important geographical unit connecting ecosystems and human activities, the degree of coordination between protection and development in river basins is directly related to overall regional sustainable development.At present, academic research mainly focuses on ecological protection and restoration in territorial spatial planning, while there is still a lack of exploration of planning paths for ecological protection and development in ecological-type counties.Taking Anyuan County as the research object, this paper, guided by the coordination of ecological protection and economic development, explores and constructs a systematic planning path of “background identification-transmission and implementation-pattern delineation-industrial planning-mechanism guarantee”.Through the ecological background assessment of the “county+river basin coordination area”,the study identifies key issues of ecological security and scientifically delineates the ecological spatial pattern.Meanwhile, it focuses on constructing paths for the industrialization of ecological resources and the valorization of ecological products.This research forms a sample of the coordination between ecological protection and economic development in the source counties of river basins in southern China, provides a reference planning sample for the compilation of territorial spatial master plans in similar regions, and contributes to the improvement of the territorial spatial governance system and the implementation of the ecological civilization strategy.
