国土空间修复背景下,采石场临时用地林业生产条件重建是实现“生态保护-生产恢复”协同发展的关键命题。本文以江西省铜鼓县洋山洞采石场为研究对象,通过实地调研与案例分析,系统梳理其临时用地林业生产条件的整治实践路径与突出问题。研究表明,现有“土壤重构-植被恢复-机制保障”技术框架虽取得一定成效,但仍面临技术适配性不足、政策衔接不畅、部门协同缺位等系统性挑战。为此,本文突破传统单一的工程修复模式,创新性提出“四维优化路径”:技术层面构建“表土剥离-复合改良-混交造林”全流程标准化体系;政策层面衔接绿色矿山建设与林地恢复政策;管理层面建立“安全-生态”双监管协同机制;评价层面引入“土壤-植被-安全”三维动态监测。研究可为南方山区采石场临时用地生态修复提供实践范式,助力国土空间修复与林业生产协同发展。
Abstract:Under the background of territorial spatial restoration, reconstructing forestry production conditions for temporary land use in quarries is a key proposition for realizing the coordinated development of “ecological protection-production restoration”.Taking Yangshandong Quarry in Tonggu County, Jiangxi Province as the research object, this paper systematically summarizes the remediation practice paths and prominent problems of forestry production conditions for temporary land use through field investigation and case analysis.The research shows that although the existing technical framework of “soil reconstruction-vegetation restoration-mechanism guarantee” has achieved certain results, it still faces systemic challenges such as insufficient technical adaptability, poor policy linkage and lack of departmental coordination.To this end, this paper breaks through the traditional single engineering restoration model and innovatively proposes a “four-dimensional optimization path”:at the technical level, it constructs a whole-process standardized system of “topsoil stripping-composite improvement-mixed afforestation”;at the policy level, it links green mine construction with forest land restoration policies; at the management level, it establishes a “safety-ecology” dual regulatory coordination mechanism; and at the evaluation level, it introduces three-dimensional dynamic monitoring of “soil-vegetation-safety”.The study can provide a practical paradigm for ecological restoration of temporary quarry land in southern mountainous areas and support the coordinated development of territorial spatial restoration and forestry production.
