研究目的：基于自然资源“两统一”职责的全面履行，坚持国土空间唯一性和地类唯一性的背景，结合目前黑龙江省建设项目使用林地审核审批要求及工作经验，分析实际林地调查与林地审批之间存在问题的原因并提出新时期林地审核审批的优化对策，为更加科学、顺利完成建设项目用地审批提供建议。研究结果：新时期黑龙江省林地审核审批存在以下问题，(1)审批范围和调查范围存在不一致；(2)调查中存在实际地类与“国土三调”地类不一致。其原因主要为“国土三调”的时效性和林地调查的延续性。研究结论：新时期建设项目使用林地审核审批优化对策，(1)加强部门间沟通和协作；(2)完善技术标准；(3)提高数据更新频率。

Research objective: with uniformly exercising the responsibilities of the owner of all natural resource assets owned by the whole people and the responsibilities of use control for all national land space and ecological protection and restoration, as well as adhering to the uniqueness of national land space and land type, this paper analyzes the reasons for the problems between actual survey and approval for forest land based on the current requirements and working experiences of review and approval of forest land use in construction projects within Heilongjiang Province, which aims to put forward scientific suggestions for the land use approval of construction projects. Research results: the following problems are concluded for the review and approval of forest land within Heilongjiang Province in the new era:(1) the scope for the approval and investigation are inconsistent;(2) the actual land type is inconsistent with that in the Third National Land Survey(TNLS), which is caused by the timeliness of TNLS and the continuity of forest land surveys. Research conclusions: the optimized strategies are shown for the for the review and approval of forest land use in construction projects in the new era:(1) to strengthen communication and cooperation between departments;(2) to improve technical standards;(3) to increase the frequency of data updates.
