针对关中平原城市群国土空间开发不平衡不充分、区域发展不够协同的问题，从区域协同视角对关中平原城市群11市(区)开展GIS空间分析、耦合协调度实证研究，构建基于四维科学支撑的三维度十四指标体系，从四个尺度诊断国土空间结构问题，提出“核心—轴带—圈层”的优化方案并进行检验。研究发现区域协同是解决结构性失衡的有效路径，可以为其他城市群的发展提供借鉴经验。

Aiming at the problems of unbalanced and inadequate territorial spatial development and insufficient regional coordination in the Guanzhong Plain urban agglomeration, this paper conducts GIS spatial analysis and an empirical study of coupling coordination degree for 11 cities and districts in the Guanzhong Plain urban agglomeration from the perspective of regional coordination.It constructs a three-dimensional, fourteen-indicator system based on four-dimensional scientific support, diagnoses territorial spatial structure problems at four scales, and proposes and tests an optimization scheme of “core-axis belt-circle layer”.The study finds that regional coordination is an effective path to solving structural imbalance and can provide reference experience for the development of other urban agglomerations.
