为深入学习运用习近平总书记“千万工程”经验,贯彻党的十九大提出的“乡村振兴”战略,坚持以人民为中心的发展思想和生态文明建设的理念,以乡村红色历史文化保护传承为重心来坚定乡土文化自信、促进乡村文化振兴,科学指导特色保护类红色村庄规划编制.本文以平江县望湖村为研究对象,以深入挖掘并保护乡村自然山水环境和乡村红色历史文化资源,传承和彰显乡村特有的功能定位、规划国土空间布局、统一建筑总体风貌、规划产业发展思路布局和建立红色要素保护名录这五个维度为规划要点,严格落实上位规划的约束性要求,编制出实用性强,落地效果好的特色保护类村庄规划.

In order to further apply General Secretary Xi Jinping's experience from the “Ten-Thousand Project,” implement the Rural Revitalization Strategy proposed at the 19th National Congress of the Communist Party of China, and adhere to the people-centered development philosophy and the concept of ecological civilization, this study focuses on the protection and inheritance of rural revolutionary historical culture to strengthen confidence in local culture, promote rural cultural revitalization, and provide scientific guidance for the preparation of village plans for characteristic conservation villages. Taking Wanghu Village in Pingjiang County as the case study,this paper identifies five planning priorities: systematically exploring and protecting the rural natural landscape and revolutionary historical and cultural resources; inheriting and highlighting the village's distinctive functional positioning; planning the territorial spatial layout; unifying the overall architectural style; planning the layout of industrial development; and establishing an inventory of protected revolutionary heritage elements. On this basis, and under the strict constraints of higher-level plans, a highly practical village plan with strong implementation effectiveness for a characteristic conservation village is formulated.
